Who can access these features?

Organization Administrators, HR, IT Incident Manager, Mass Notification Dispatcher, Incident Operator, Mass Notification Manager, Staff Schedule Manager, Contact Organizer and Contact Manager of the organization can access these features to create different users and few of them have access to assigning roles to them.
